The Planning Department's mission is to work in partnership with residents, Town departments, and the private sector to build, sustain and manage a high quality of life in Manchester. The department provides policy analysis, administrative support, project management, and technical expertise to public and private groups and individuals.

The department staffs the Planning and Zoning Commission, the Zoning Board of Appeals and the Economic Development Commission. It is the designated community development agency and is responsible for planning and carrying out projects funded with federal Community Development Block Grant (CDBG) money. The planning department also serves as technical advisor to the Cheney Brothers National Historic District Commission, the Housing Commission, the Manchester Continuum of Care Working Group and the Downtown Manchester Special Services District.
