July 1, 2008 Taxes are now Due
July 3, 2008---The Manchester Town Revenue Collector’s Office reminds residents that the July 1
tax bills they recently received are due by 6:00 p.m. on Friday, August 1, 2008. These bills include Motor
Vehicle taxes, and the first installment for Real Estate and Personal Property taxes. If payments
are not received by August 1, 2008 taxes will be subject to interest charge of 1.5% per month from the
July 1, 2008 due date. The minimum interest charge is $2.00. Please note that there is no mailing
for the second installment for Real Estate and Personal Property. Both payment coupons are included in the
bill mailed in June. Taxpayers are urged to mark their calendars for mid-January 2009 as a reminder
to make their second installments, when applicable.
Current, non-delinquent tax payments may also be made at the Customer Service and Information Center in
Town Hall or any Manchester branch of New Alliance Bank. New Alliance Bank offers convenient evening and
Saturday hours. Please make sure to bring your current bill with you for proper credit when paying at New
Alliance. New Alliance can accept full payments only for the July or January installments. New
Alliance Bank cannot accept partial payments. Both Customer Service and New Alliance will accept payments
through August 1, 2008. Also, for your convenience there is a night drop box at the rear of Town Hall,
41 Center Street, near the handicap accessible door for after hours payments.
The Office of Assessment and Collection is located at the Manchester Town Hall at 41 Center Street.
The 2008 hours of collection will be Monday – Friday, 8:20 a.m. to 4:40 p.m., with extended hours on
Thursday, July 31, 2008 and Friday, August 1, 2008 to 6:00 p.m. You may reach the Collector of Revenue’s

This year, municipalities in the State of Connecticut were notified in late June of an error at the
Department of Motor Vehicles that resulted in vehicles registered in late September 2007 being left off
the list for the tax bills sent in June 2008. There were approximately 108 vehicles in Manchester
that were impacted by this problem at the DMV. The Town of Manchester will be manually inputting the
assessment data for these vehicles during the month of July and will be sending out tax bills for those 108
vehicles by the end of the month.
Manchester taxpayers now have the ability to pay their tax bills online, in addition to paying by mail or
in person. This service is made possible through our Official Payments system. Water & Sewer
payments may also be made online through the Official Payments system as well. Online payments can be
made with Visa, Mastercard, American Express, or Discover Card, or E-check.
Taxpayers will need to input their tax bill number, which is located on their tax bill, in order to make a
payment online; tax payments cannot be made online without the bill number. The tax bill number will begin
with the number “2007” followed by a space, then a two digit number, followed by a space, then a seven
digit number. Taxpayers may make partial payments online or pay their installment or balance online.
Due date, interest charges, etc., where applicable, are the same for online payments as for over-the-counter payments,
however, an additional 2.75% convenience fee will apply to all credit card payments made online; and the fee for
E-checks is $3.00. Please note that if a taxpayer owes back taxes, it is strongly recommended that they contact
the Office of Assessment and Collection at 860-647-3018 regarding their tax amount as back taxes must be paid first
before current taxes are paid online. In addition, taxpayers who require a clearance in order to re-register a
motor vehicle are urged to pay their taxes at Town Hall, rather than online, so that the Town can provide the
necessary clearance document.
