Tax bills were mailed during the week of June 23, 2008 and are payable during the month of July, 2008 through 6:00 P.M. on Friday, August 1, 2008. These tax bills include Motor Vehicles and first-half installments for Real Estate and Personal Property. If payment is not received by August 1, 2008 taxes will be subject to an interest charge of 1.5% per month from the July 1 due date. The minimum interest charge is $2.00. Please note that there is no additional mailing for the second-half Real Estate and Personal Property installments; both billing coupons are included in the June mailing. Please save your receipts for income tax purposes. Also, if you are using an on-line bill paying service through your bank, be sure to specify in the check memo what it is you are paying.

Tax payments may be made at the Collectors Office in Town Hall, by mail to the address at the top of this page or on our on-line tax payment site. Current tax payments (not delinquent taxes) may also be made at the Customer Service and Information Center in Town Hall or at any Manchester branch of New Alliance Bank. New Alliance Bank offers convenient evening and Saturday morning hours. Please make sure to bring your current bill with you as New Alliance cannot look up your tax account. New Alliance can accept full payments only for the July or January installments; they cannot accept partial payments. Also for your convenience, there is a night-drop box for non-cash payments at the rear of Town Hall near the handicap access door.

The 2008 hours of collection will be Monday - Friday, 8:20 a.m. to 4:40 p.m., with extended hours on Thursday, July 31 and Friday, August 1, 2008 until 6:00 p.m. You may reach the  Revenue Collector’s at 647-3018, and the Assessor's Office at 647-3016/Fax: 647-3099. Failure to receive a tax bill does not invalidate the tax liability - if you own property in Manchester and have not received a tax bill, please call the Collector of Revenue at (860) 647-3018.

Bills may be paid by cash, check, money order, debit card or Discover card (with a 3% user fee.) Delinquent car taxes needing immediate DMV clearance may not be paid by check. The Town also maintains a drop-box for non-cash payments to the Collector of Revenue by the handicap-access door behind Town Hall.

Property located in much of the northern section of Manchester is billed for taxes and utilities partly by the Town and partly by the Eighth Utilities District at 18 Main Street. The Eighth District Tax Collector can be reached at (860) 643-9648.

Manchester Sewer and Water bills may now be paid on-line at the Utility Bill Payment site.

The Town implemented a revaluation for the October 1, 2006 grand list, phasing-in the new assessments over three years.

According to the phase-in plan, the difference between the previous and new assessment will be gradually implemented over the course of three years. For example, if a 2005 assessment of $100,000 is revalued to $160,000, then for the 2006 grand list (taxed in July 2007,) the new taxable assessment would be $120,000; the 2007 grand list assessment (taxed in July 2008) would be $140,000; the 2008 assessment (taxed in July 2009) would be the full $160,000.

Use the links on the menu column on the left side of this screen to calculate approximate phased-in assessments; subtract the 2005 Grand List assessment from the assessment shown on the Vision Appraisal link, divide the difference by three and follow the formula above. KEEP IN MIND THAT THE ASSESSMENTS ON THE VISION APPRAISAL WEBSITE LINK DO NOT REFLECT THE EFFECTS OF THE PHASE-IN.

The mission of the Assessor's Office is to accurately and fairly assess the value of all real esate, personal property and motor vehicles located in the Town of Manchester in accordance with Connecticut state law. The office also administers various exemption and abatement programs related to property taxes for veterans, low-income seniors and disabled.
