The Town of Manchester and Vision Appraisal Technology mailed preliminary assessment notices for the revaluation date of October 1, 2006 during the week of November 13 - 17, 2006. The notices contain the previous estimated full market value and previous 70% assessed value as of the last revaluation date, October1, 2000, as well as the current full market value and current 70% assessed value as of October 1, 2006, the effective date of the current revaluation. Final assessment notices were mailed to all real estate owners during the first week of February 2007.

ASSESSMENT PHASE-IN

The Board of Directors authorized the new assessments to be phased-in over a period of three years. Under this phase-in plan, the difference between the previous and new assessments will be gradually implemented over three years.

For example: a previous assessment of $100,000 is revalued to $160,000; one-third of the difference will be added to the old assessment each year for 3 years ($160,000 minus $100,000 = $60,000; $60,000 divided by 3 years = $20,000 per year for 3 years.) For the 2006 grand list (taxed in July 2007,) the new taxable assessment would be $120,000 ($100,000 plus $20,000;) the 2007 grand list assessment (taxed in July 2008) would be $140,000 ($120,000 plus $20,000;) the 2008 assessment (taxed in July 2009) would be the full $160,000 ($140,000 plus $20,000.)

Property owners who wish to appeal their assessments after Vision Appraisal's informal hearings are over may file an appeal with the Board of Assessment Appeals.

In addition to the notices sent to taxpayers, the assessment data is listed online at the Vision Appraisal website linked below. For property owners who do not have Internet access or who would rather access records at Town Hall, the the Office of Assessment and Collection is available to assist in research. The Office is located at the Manchester Town Hall at 41 Center Street, and is open week-days from 8:20AM until 4:40PM.
