Manchester Plan of Conservation and Development

A Plan of Conservation and Development (POCD) is a guidance document that outlines short, mid, and long range goals for a community. State statutes require municipalities to update their POCD every ten years.

Manchester's POCD update began in 1995, and the final Plan of Conservation and Development was adopted by the Planning and Zoning Commission on September 18, 1998.  Many aspects of the community were assessed during this process including transportation, housing, historic and cultural resources, and economic development. The parks and open space element was updated in 2004, followed by the community facilities element in 2005.

The plan was being developed by the Planning and Zoning Commission with the project management and planning being coordinated by the department. Consultants were engaged to assist the staff and Commission, and each element of the plan was developed with the involvement of a subcommittee representing various stakeholders in the community.
