PROJECT:                 SANITARY SEWER EVALUATION SURVEY (SSES)

LOCATION:              VARIOUS LOCATIONS THROUGHOUT THE TOWN

DURATION:             UNTIL APPROXIMATELY JUNE 15, 2007

The Town of Manchester has retained the services of  the Consulting Engineering firm Tighe & Bond, Inc. to perform the first phase of a three phase town-wide Sanitary Sewer Evaluation Survey (SSES).  The purpose of this phase of the project is to pinpoint areas of extraneous flows into the sewer system.  These extraneous flows may consist of, but not be limited to, “inflow” from rainfall events or “infiltration” from groundwater intrusion.  Collectively referred to as I/I, these flows can cause backups and flooding within the sewer collection system, hydraulically overload the Town’s Wastewater Treatment Facility, and results in additional and unnecessary treatment costs. 

Subsequent phases, which will be announced at a later date, will include a more intense investigation in order to quantify these flows and propose methods of eliminating them from the sanitary sewer system.  The overall study is expected to last approximately two years.

During the first phase of the project, which is expected to last about six weeks, you may see representatives of Tighe & Bond, Inc. or their subcontractors (Savin and NEPCCO) inspecting and entering manholes throughout the Town and the 8th Utility District.  They will also be installing monitoring devices in selected manholes to measure and record flowrates in the sewer collection system.  These procedures will take place in the accompaniment of a Town Water & Sewer Department employee and may occur on any day, at any time of the day or night during this six-week program.  In areas of heavy traffic, a police officer or flag crew from the department will be present.  There should be no disruption in sanitary sewerage services to residents or businesses as a result of this project.
