Who May Vote By Absentee Ballot

         Any qualified registered voter unable to vote due to the following reasons:

  • illness or physical disability - electos with permanent disabilities eligible for permanent a.b. status MUST submit with their application a doctor's certificate (on their letterhead) stating they have a permanent disability and are unable to appear in person at their polling place. Per State regulation, this must be submitted annually.

  • absence from town during all election hours

  • religious beliefs forbidding secular activity on election day

  • serving as an election official at a polling place other than your own

  • active service in the Armed Forces

If you are a resident of the Town of Manchester, in order to register to vote, you must appear in person by October 30, 2012 at the Registrar of Voters office, located at 479 Main Street.

If you are not a resident of Manchester, please resubmit your application for an absentee ballot to the town of residence where you are registered to vote.

How To Apply

Applications for Absentee Ballots can be obtained from the Town Clerk, the Registrar of Voters, Democratic and Republican Party Headquarters, or at the Secretary of the State's website.( )

Any qualified voter already out of town may have an application mailed to them.  However, you MUST allow sufficient time for mailing and returning the application AND the ballot.


Permanent Absentee Balloting

Effective January 1, 2013, electors with permanent disabilities may be eligible for permanent absentee ballot status. The elector must file an absentee ballot application together with a doctor's certificate on the physician's letterhead stating that they have a permanent disability and are unable to appear in person at the polling place. Once this is received, absentee ballot applications will be sent to eligible electors when ballots become available for each event they would be eligible to vote (21 days before a primary, 31 days before an election).

Electors will receive an annual written notice in January of each year from the Registrar of Voters to determine if the elector with this status continues to reside at the address on their permanent absentee ballot application. Failure to return the notice will result in removal of the elector from the permanent absentee ballot status list.
